Dothan set to reconfigure City Clerk’s office

Dothan’s City Clerk office could undergo a major change soon after city commissioners voted unanimously Tuesday to change responsibilities and shift some personnel to other departments.

Upon the pending retirement of Pam McCoy and hire of a new city clerk, the position will no longer be classified as a department head and will become a division head, reporting directly to City Manager Mike West. Two members of the city Clerk office responsible for business licenses will move over to the city’s one-stop license shop on the third floor and will be a part of planning and development.

The move, however, must be approved by the City of Dothan Personnel Board.

West said he believes the moves will make things more efficient for the consumer.

“I believe this will simplify things and make it a bit more user-friendly,” West said. “To me, it’s just logical and our ultimate responsibility is to try to make things as efficient as possible.”

In addition to the personnel changes, the treasurer responsibilities that had been held by the city clerk will now move to the Finance Department. The city clerk title will remain and the current position of administrative assistant will change to assistant city clerk.

The city clerk’s pay will be adjusted to reflect the change in title. West said the changes will save the city around $10,000.

In other action Tuesday, the Commission:

   » Voted unanimously to approve changes to the city’s sign ordinance. City Manager Mike West said the changes would begin as soon as the ordinance has been legally advertised, which could be as soon as Monday but West said he did not know when the ordinance would be advertised.

The changes place restrictions on where digital billboards can be placed in the future and crack down on temporary signs being used as permanent signs. West said he expects the city to work closely with business owners during the first six months of the ordinance. The City has the option to revisit the ordinance and make changes in six months.

   » Voted unanimously to spend about $1.2 million for replacement/rehabilitation of the Rock Creek Trunk Line, a major pipeline in the city’s sewer system. Public Works Director Jerry Corbin said the line is old and is believed to have sustained damage or wear and tear in several areas that allow trash and soil inside the line, and also allow waste out in some areas. Blankenship Contracting, Inc., won the bid for the project.

   » Recognized EEO Director Darryl Matthews and Police Sgt. Jim Matheny for 25 years of service with the City of Dothan.

   » Approved an application for a Retail Beer and Table Wine License (off premises) for BP Food Mart 115, 2154 Denton Road, by Hetal Patel.

   » Approved an application for a Restaurant Retail Liquor License (on premises) for Top Tai, 105 South Woodburn Drive, Suite 3, by Mei H. Lin.

   » Approved an application for a Restaurant Retail Liquor License (on premises) for The Original Ms. Boomers, 256 North Foster Street, by Terry Bullard.
