According to reports from the Panama City Beach Police Department, Jeffrey Simms, 59, from West Virginia was located on the shoreline and was unresponsive.
Witnesses said Simms was swimming in the gulf when he got caught in a possible rip current. He was brought to the shore by bystanders.
CPR was given by those bystanders and medical services personnel also performed life saving measures.
Simms was transported to a local hospital where he passed away.
Single red flags were flying at the time.
